When a teacher does not possess the appropriate qualifications to deal with special needs children, abuse may occur because these teachers may either not have the patience or the understanding of these children. More needs to be done to insure that all special education teachers are qualified and capable to deal with even the most difficult special needs children. Then these vulnerable children will be safe.
